London Sterling Gravy Boat(?) Need help with Date, Maker

I recently picked up this gravy boat style sterling Item, and have come to think the date has been double stamped; either a misfire on the first, or the maker changed the date of manufacture/duty paid.

I have come to the conclusion it is either London 1789 or Possibly London 1809 or 1811. It is had to tell if the date letter is a capital 'O' or a capital 'Q'. The London mark and duty mark lead me to think it is either of these two (crowned leopard, duty mark bust facing to the right), but I am open to a more expert eye!

The Makers mark is difficult to ID, an I.-*something* into a rectangle or chamfered rectangle - there are several option for either date set, and with the poor imprint of the makers mark I can't be sure.

Any help or opinions would be appreciated!

Thanks for the links, I think it is a browser specific problem, if I use firefox there is no problem seeing the photos, but in opera version 12.17 (my preferred browser) photobucket ones just won't load for some reason for the last week.
