Stilton Cheese Scoop?

I can't really tell if the maker of this piece is "RC" or "BC" and I guess it is a cheese scoop?
Also, the dye inside the ferrule is bright red. Does this mean the original handle was made of ivory or bone dyed bright red?
So basically I have to find an antique Stilton Cheese Scoop handle to make this work, and the chances of that are extremely low.

That would be the mark of Richard Crossley, year of assay 1795.
