Duncan Urquhart & Naphtali Hart spoon

I have this thin long spoon which only has the hallmark DU over NH for Duncan Urquhart & Naphtali Hart of London. Is it unusual to only have the makers mark? It’s also worth mentioning that the mark is on the front of the spoon.

What is this kind of spoon called? It measures 13 cm.

You have one side of a broken pair of sugar tongs. There was probably a hallmark on the missing side.
