This question I believe is covered by the 'Gold and Silver Wares Act of 1844'
Section 5. If any Hall-marked ware is altered either by addition or otherwise so that its character or the use for which it was originally designed shall be changed, or for any ware shall have any addition made thereto, although its character or use shall not be changed and the weight of such addition bears a greater proportion to the original weight than 4 oz. in every pound weight Troy, every such ware is required to be Hall-marked as a new ware. But if the weight of such addition shall not bear a greater proportion to the original weight than 4 oz. in the pound weight Troy, and the character or use of such ware not be changed, the addition only may be re-Hall-marked, provided that before such addition is made the ware is brought to the Assay Office for inspection and the office after due explanation assent to the addition.
The original maker of the bowl is likely to be Thomas Bligh of 16, Great Sutton Street, Clerkenwell, he entered two incuse marks as a Casemaker that could apply to one on your piece, the first on the 22nd November 1797 and the second on the 4th January 1803, both as 'TB'.
