1948 Finnish Maker and City Mark Help

These are 2 small spoons, maybe for nuts or condiments. Finnish and dated T6 for 1948, so I believe they are wedding gifts for my grandparents. Can anyone help with the "HW" Maker mark and the City mark? Thanks.

The city mark is Kokkola. Sorry the maker in unknown to me.

Thank you for the city information. I see that Kokkola is in the Swedish-Finnish area near Vaasa where my family lived. My relatives must have wanted my Grandparents to have a gift from their homeland. Thank you again.
