I can't see the mark very well, so this is just a possibility.
Norway Silver Designs, Fredrikstad.

Hi Pat,

The mark seems to be 'HE' - it gets bigger if you double click on the image I found.

I'm not sure how Norway Silver Designs comes from HE?

Sorry, the first letter looked to me like a backwards N. That's the first letter in Norway Silver Design's mark.
