Not Dutch, believe it to be Danish, The Three Tower mark for Copenhagen, the year 1719.

CLMW, the assayers mark for: Conrad Ludolf MünzWardein, active in Copenhagen, 1679-1729.

The maker's mark DB 1719 for; David Buur, active in Copenhagen, 1708-1731.
The last mark Zodiac sign Libra for the month September.
On the 2nd image (not showed), the figures; 13 1/3 Lot for silver minimum around 833/1000 fineness.
