Unidentified Spoon

Hello all.
Can anyone assist with this spoon, I am thinking its Scandanavian or possibly German.
Looking for maker, origin and date if at all possible.
First mark appears to be (69) second mark (LH), third mark 13 1/3 which will be Loth

Is 69 actually a zodiac sign of Norway,i.e.Denmark ?

13 1/3 lot is an rather uncommon silver fineness for Norway but still used around 1850. The missing town mark makes it even more complicated. However, my best shot would be Lauritz Hammer in Bergen, born 1812 and dead 1874. He punched LH very similar to the showed mark 1842-1871, but...? Is the 69 the zodiac mark for cancer or is it rather the year mark for 1869. That would match the case better because the zodiac marks were not actually used after 1820. In 1821 the zodiac marks were replaced with figures, so...?

Hi,
This is full set of Bergen marks supporting what
Qrt.S stated:
69 (for 1869), 7 over M (for the month of July), JB (Johan Fredrik Busch, active 1865-1911), 13 1/3 (.833 silver, 13 1/3 parts per 16) and dots representing the seven hills of Bergen.
In conclusion:
69 stands for 1869,Bergen,Norway
