Hi,
Those are Swedish marks; your image was upside down:
1.maker`s mark initials
2.three crowns national mark
3. town mark in an oval, most likely Stockholm but not sure
4. date code
I3 for

The makers mark looks to me as if the first two letters are I W, cannot make the 3rd one out?

Very worn/bad punch. If you assume that the first letter would be I and AG2012 guess on Stockholm 1815, the only alternative is IWZ. That would be Johan Wilhelm Zimmermann 1785-1804/17. However, no guarantees given, it is a shot in the dark.
