Could you help me please to identify this marks "AGH" and "anchor"?

the marks look swedish, but look for a mark with 3 crowns. Without that mark this is not silver but plated.

The anchor is the coat of arms for Norrtälje in Sweden. The mark AGH could be Ander Gottlieb Herkepeus active in Norrtälje 1821-1866(78). The last mark O4 is the year mark for 1844. However, the cat's paw is missing, so it is most likely plated like Hose already mentioned. Actually a rather strange way of marking a plated object. Try to find the cat's paw (three crowns)

Thank you for your help with the identification of the city and the master!
I tested the pipe, it is not silver plated, it is silver.
But I could not find three crowns.
Maybe someone can tell me what is the material the pipe made of?

The pipe was made of meerschaum
(a soft white clay like material consisting of hydrated magnesium silicate)
