It is Bergen,Norway,19th century.

The cup is made in 1855 in Bergen. The maker is Carl August Lahn, born around 1816 and dead 1869, master 1841-1865 when he was sentenced for forced labor. In 1865 he presumably emigrated to USA.

9M tells us that its made in september.

13 1/3 telle us that its made of 13 1/3 part of 16. Where 16 = 1000 silver. Fine silver
the 2 2/3 part is copper.
