I suspect this is german, but i'm not 100% sure. I haven't been able to ID the marks at all. Any help appreciated.

Hi,
Denmark, three towers of Copenhagen and ``17`` for 1817.
Assayer looks like Frederik Fabritius over-struck on unknown mark (suspicious).
See here:

I did look at Denmark but the towers on this mark looked a bit less well formed but the assay mark looks correct. I did notice the overstrike, and then the two figures holding hands remains a mystery. Any thoughts on the suspicious overstrike?

Hi,

The Gemini mark indicates the month of assay, 22nd May to 21st June.

Around 1830 zodiac sings were replaced with zodiac figures (Gemini here) but the ladle is 1817.
In this 1817 set of marks zodiac sign is on the right.
Cannot comment this discrepancy.

the around 1830 was as Boye had indications - best of knowledge. I also have month marks that are "out of order".
As for the towers every year the towers looked different.
We have started selecting marks, but they are not available yet.
