Scandinavian silver chatelaine identification

I am wondering if anyone can help me identify where this chatelaine is from and who might have made it. I can't find any obvious marks on the main body, although some of the clips that attach the chains are marked with a simple 'S' on the inside. The style seems to be Scandinavian maybe (looking at the dragons?) or maybe even Russian? Any ideas or advice would be hugely appreciated.
