Finnish and German hallmarks simultaneously??!!

I need help.
On tongs - Finnish hallmarks (M6 -1941 years, Helsinki, 813) and simultaneously German hallmarks (800, crown and crescent).
How can this be?
Maybe forceps - Finnish, imported to Germany or German, imported to Finland?
I would be grateful for any tips.

As far as I can see the crown mark is in oval, meaning imported to Helsinki (boat city mark).

Take a look at ``winged hammer mark`` (city mark is Turku and crown in heart shaped cartouche / domestic).

AG2012 has given the correct answer. Not much to add than that the object is made in Germany and imported to Helsinki Finland in 1941 (M6)
Suomen Kultaseppä Oy means "Finland's goldsmith Joint-company. Active in Turku (headquarter), Helsinki and Tampere (subsidiaries).
