Leaf Engraved Twisted Baby Spoon

Hello,
I have a spoon not sure if it is in deed a baby spoon but it has a twisted handle and is marked PE830S. I cannot find anything on this maker or spoon, it also is dated in a odd format that I have not seen in any of my other pieces. I cannot imagine this spoon would be from 1997, or am I wrong? Please see front, back, and hallmark pictures.

I can't help with the maker, but the engraved date would indicate 1897. The design is a traditional one.

Hi ~ it's a Norwegian sugar spoon (sukkerskje), hopefully someone will look in with the maker, the engraved date is typical, indicating the 27th of September, 1897.
