Russian Marks on David-Andersen Sugar Tongs

First time I've seen this. Just got a pair of antique sugar tongs by David-Andersen in the robin's egg blue enamel, but they are marked with Andersen's hammer-and-tongs mark AND the Russian "84" and some other marks. Are they import marks? Looks like the Cyrillic initials transcribe to "PT."

I've seen this pattern in a Liberty of London case before, as well as a Tiffany case. Is this just another example of exported Andersen goods?

You are right. The Russian mark is their import mark and the letters are PT as you also mentioned. PT is the abbreviation for PRIVOZNYH TOVAROV i.e Imported Goods. This import mark was used 1882-1899. The David Andersen mark fits the period. It was used 1888-1939. A not often seen combination of marks.
