ET Spoon

I have a very unusual spoon The stem has been twisted into a ring which I am sure is original and not done at a later date.
as the ring part is thinner and has been rounded in contrast to the flat parts of the rest of the handle
The bowl is slightly scalloped to the edge and is bright cut with a leaf design to the back. the end of the handle is bright cut.

Marked on the back ET in a rectangle and what I think is 13 1/4
I think this spoon is possibly for a child or someone infirm to help them eat.
I may be completely wrong and it may be a continental piece.
Unsure if this is silver or silverplate
It measures 12cm long and is in excellent condition.
Can anyone help me out with this please? sorry I dont know how to attach a photo?
