Unknown Russian Hallmarks MH 13 1/4

I purchased a set of six tea spoons from which the seller thought they where Chinese but i believe these to be Russian.
I have searched on a couple of websites to see if the MH or 13 1/4 maker or assay marks where known but nothing came up.
Does anybody recognize these?

These marks are very similar to Norvegian. 13 1/4 - the silver fineness (=830), 84 - 1884 year, MH - maker's mark, perhaps Marius Hammer from Bergen (his firm worked 1847-1927).

The marks are not Russian under any circumstance. They could be Norwegian as you also anticipate. However, marking 13 1/4 (Lot) was changed to promille as from 1891. Marius Hammer in Bergen has as to my knowledge not marked with his initials MH, but ...? Torolf Hammer marked MH 1915-1976. The mark 84 could be 1884 but that does not match with Torolf Hammer's working period. Difficult to say more...

How wrong we where with the marks but a nice anyway. :)

Done a bit of searching .
According to this site he has marked his work with MH?

Is it possible that he is the maker?

Can't find anything else so far for these initials.

Hmmm, I'm a bit doubtful. I still think that MH is more likely Torolf, at least according to my sources, but....? When Marius Hammer worked they did not use loth as a fineness mark anymore, but again ....? Actually it is possibly neither Marius nor Torolf but somebody else, I really don't know
