It is a snuff box and GFR is Gustaf Fredrik Richter 1818-1827 in Stockholm Sweden. The town mark shows Saint Erik, the symbol/crest for Stockholm. The box's year mark seems to be C4 for 1833 as you have noticed. The time gap is explained with his widow Hedvig Margareta Wahlborg who continued the business and marked "GFR" until 1863 when she died. A common and fully legal procedure at that time.
