They are made by Th. Marthinsens Sølvvarefabrikk in Tønsberg.
The pattern is called "Oldemor" (grandgrandma) and they are still in production.

THE NAME of the PATTERN by Th Marthinsen in Tønsberg Norway is 'FANCY' NOT Oldemor which would mean 'gr-grandmother'.....NO SUCH PATTERN!! Your piece is most likely circa 1960's.......!! I am 100 percent positive of this information!

FORGOT also you 'FANCY' spoon by Marthinsen is most likely a SUGAR SPOON unless more than 6" which would probably be a berry spoon.

Though I've also seen "Fancy" as an alternate name, it is the "Oldemor" pattern introduced in the mid '50s; and though all I find on their website now is the napkin ring, there were 9 different pieces still available a couple of years ago. The piece asked about here is the #406 sugar spoon, which should measure about 5¾" (14.5cm) long - there are two other spoons with decorated bowls, the berry/compote spoon is about 7½" (19.5cm) long and a shorter, wider jam spoon at about 5" (12.9cm). The other pieces are the demitasse spoons, cocktail forks, pastry forks, pastry server, and childrens/dessert spoons.

Sorry - to be clear, the demitasse spoon bowls do have a stamped design, but not the fancy fluted edge.
