If the tray doesn't have any marks, it is hardly silver but perhaps plated. I don't think it is Finnish because it does not look like being made in Finland. In addition, to me your mentioned reindeer looks more like a deer. Niello is also strange for Finland. It is difficult to say from the photos but are you sure it is niello and not oxidation? I would suggest Germany as a country of origin, but without any marks it is a long haul...
