Need Help with Hallmarks on Napkin Ring

There is a number 1263 and a partial hallmark of a LION and a hallmark of the number 39 and a hallmark of an upside down triange with a Crown and a number "1" below the crown. I have attached some pictures for your review. Does anyone know the maker, country of origin, and estimated year made? Thank you.
