Need Help with Georg Jensen

I recently came accross this pretty little vase/urn and can't figure out its purpose. Is this some type of caster? The very top (cone) has one small opening. The segmented top comes off and its a small vase. The bottom is marked with Georg Jensen & maker's marks. Can't figure out if its c. 1930s or c.1945.

Sorry, should have mentioned that you have the pepper shaker, the salt has multiple holes.
