Engr. Twisted demi-tasse 'O.Haehre 830'Norwegian or German?

Hi, Found I two sets of these in the trunk, one set is marked O.Haehre 830 and the other is marked O.H.830. At first I thought it was 'Hehre' but then I saw the little leg coming off of the E indicating an Umlaut or the Scandanavian equivalent for AE Combo. Both sets are Floral engraved with six full twists to the Handle. thanks

The spoon is norwegian, made by Ole G. Hæhre in Drammen, Norway - worked 1870-1898.
