There is a hinge - is it a box (pill box,snuffbox) ?
Looks well made,possibly authentic unmarked and then ‚‚Russified‚‚ with faked marks, or overstruck.Anyway, marks have nothing to do with Imperial Russia (unsuccessful attempt for Moscow).

It has nothing to do with PL #1429. In addition there is no assayer with Latin initials NE, never been. It is a complete fake.

As I said your marks are faked,most likely on existing item to make it lucrative and ruined it.
