Import Russian hallmark - need help to identify...

I have silver spoon and fork with import hallmarks from Latvia/Riga (former Russia?) and need help with identify another hallmark from export country. Which country had exported that items to Russia (Latvia)???

Any help would be appreciated.

I already know that those items were marked in Russia/Riga 1908. It seems to me very strange mark 880, it looks like BB8 (bb8). Also do not recognize mark in the bottom, maybe it comes from the country Russia has imported silver cutlery. Any suggestions?
