I'd appreciate any help you could provide on identifying this imperial silver bread basket. It appears to say HB (although the B looks backwards) 1884 84 the town mark I cant identify. Looking forward to any thoughts on the maker? Thanks

The maker's initials in Cyrillic letters are ВИ. In Latin letters VI. He is Vasily Ivanov in Moscow 1870-1908. The assayer's mark is too worn. It could be ?C, or? Anyway, he is not that important as the maker, only an official.
