The Swan mark is a French import mark and has nothing to do with the other marks. Anyway, is the mark right of the fineness mark (84) supposed to show the Imperial Double-Headed Eagle (court supplier mark)?

in my opinion later struck fake marks. Khlebnikov`s workmaster knew how to place correct marks. Doublestruck? No way!

If it helps: Here's what I'm 99% sure is a Khlebnikov mark on a confirmed genuine 19th century article of Russian silver with known history

99% certainty is not good enough on a forum like that - as well as some gossip about the history/quote. We prefere facts.
Please look at the red arrows - the original maker was overstamped!
The cauliflower - like Court supplierĀ“s eagle (later added) ist just a joke as well as the clumsy Khlebnikov punch.

Judging by engraved inscription it`s authentic Russian piece.
Can you show us the engraved text ?
