Sugar tongs

Hi all -

found a Russian sugar tongs in the for Russia uncommon "thread" pattern from St. Petersburg.

Assaymaster: Brandenburg Sduard F. 1850-1866 on duty - here 1859
Maker: A dot K = Kvasinkov, Aleksej A. 1811-1838

There is a discrepancy between the assayer on duty (1850-1866) and the working period of the maker (1811-1838).
Is it someone different?

Maybe someone can shed some light on that!
Any help welcome.
