
I have this photograph frame in guided silver and I think it is ivory,hallmarked supplier to the court Morozov ,St.Petersburg (1896-1908)


On the backside there is a text in cyrillic.

On the backside there is a text in cyrillic.I think it perhaps stands for something like `Marine Department` or `Seafare ministry` or something in that direction.
So I would need some help with the translation and perhaps it stands for some specific instance or office / department /section or something else?
An elder russian lady here said that it stands for a newspaper company during those days(?).
In any case I will be more than grateful for any ideas & tips that might lead me any further regarding this matter.
Another subject regarding this very same object is that it is missing the original picture / photo.
And I am trying to figure out what kind of a picture it has originally had.
Perhaps someone here can give me some hints / advice leading to the correct direction?
