Imperial graduate badge; Yakov Lyapunov in Kokoshnik, but there is no maker EAA in Cyrillic, nor Latin??????

Hi AG2012 -

this is the badge of the University of St. Petersburg (Петербургского университета), but the maker is (until today) unknown.
