Hi -
the silversmith is Semen Dmitriev Tulaev, the assay master is Ivan Sabelev 1772-1778, town mark Moscow.
This is more or less a guess because your photos are blurry. Better photos get better answers!

It is a very small cup. Too small for wodka? More a miniature?

Hi Zilverik -
thanks for the better photos! This things are called Tscharka and were used for drinking Vodka - though tiny, you could fill them up endless :-)
Please have a look at the marked handle - just as it must be according to the laws. In my opinion an authentic piece.
