Cigarette case marks

I have an antique Russian silver cigarette case that I would like some information on.

It measures 95x82x13 mm closed, and weighs 170 g.

It has the first Kokoshnik mark on both halves, and the initials, which are very hard to make out, appear to be for the assayer Ivan Lebedkin, ca 1899. I can’t decipher the maker mark or town mark.

An interesting "case" indeed. The cigarette case does not actually look Russian made to me. In addition, there seems to be a non-Russian mark on the box too. You see a dragon and a snake with an apple and some typical Art Nouveau figures. Anyway, the kokoshnik hallmark shows that it is made in Moscow 1899-1908 (...maybe). The assayer is in Latin IL i.e. Ivan Lebedkin. At this point I'd like to mention that the assayer is an authority whose only task is to check that the object is made in legal silver purity. As a result of a positive silver test he marks the object and that is all. He has nothing to do with, the design or the manufacturing, sale etc., That is up the maker and/or retailer, whatever.
Anyway, the maker seems to be Г.Р. (GR) but unfortunately I have no notes of who he might be. Former Russia is as known full of unknown silversmiths.
I must say that it is a bit doubtful case, especially the strange mark makes me wonder...why is it there..., are the Russian marks maybe added later?

The cigarette case is not Russian (wrong measures, architecture and sujet, counterfait marks). The country of origin is China - the Chinese mark show it clearly, even for the unknowing.
