your sugar tongs are from around 1890, the assay master is missing and the master´s mark and his name are unknown.

Master ВНЧ is Vasily Nikolaevich Chulkov (Василий Николаевич Чулков) from village "Krasnoe"(Красное) near to Kostroma. Worked: the end 19 - beginning of 20 centuries.
