If that is all marks on the tankard, its not Russian but maybe Polish (Warzaw ~1860-1899?) I would say. (I'm not familiar with Polish marks, sorry). The Imperial Russia's marking system is very strict and this mark does not fulfill those criteria. There is no assayer's mark only a master mark. The style indicates (neo)baroque....more or less...
