ID Request for Soviet Era Russian 916 Spoon

Dear Folks,

I need assistance to identify the following for the pictured spoon from the former Soviet Union.

1. Date

2. City or Region of USSR. (There is a Cyrillic letter mark next to the left of the starred hammer and sickle mark.)

3. Silver content (I am assuming 916 is 916/1000 silver.)

3. Maker's Mark

Hi!

The hammer and sickle mark was used in Sovjet Union from 1958 onwards. Your spoon has been assayed in Tallin (the cyrillic letter e) and the spoon has been made by Tallin jewelry factory in 1972.
