Hand Wrought Arts & Crafts picture frame VW or WV mark?

I would greatly appreciate any information possible about this wonderful frame. I have searched the web with no success. I did purchase this piece from estate from the San Franciso area. This may or may not help. Frame measures 10" x 6 1/2". Thank you very much!!
