The hallmark resembles the "Tughra" hallmarks of the Ottoman Empire, yet it is not identical, so I would say Turkey is a good place to start. ::: Based on all the Turkish Hallmarks I've looked at, I think this would have been made in the 1950s after all the compulsory hallmarks for Turkey had ended? ::::

It's a good quality object, and the clasp might even be gold (rose gold). ::::

Could be a Canadian of Turkish descent who is paying homage to Turkey by choosing a makers mark which resembles a Tughra. ::: This will be difficult to figure out. ::: An independent artist from Canada, maybe so. :::

So those are initials just in a really ornate pattern? ::: That pattern is unusually ornate. ::: I thought about India too. ::: Many possibilities. :::
