It's 7.5 inches (19.05 cm.) tall.
What was it used for?

This was not originally meant to hold water to water plants.
However, probably would work well for that purpose.

Difficult to respond to your first guess, oil.
In a way you are close, but this is not what you were thinking of.
The English word oil has different meanings / uses.

Yes, that is a pressure pump in front of the handle.
It is sort of an "oil filler".
What did it fill?
