What is this item used for?

Hello,

I am new to this forum and new to silverware, but I should very much like to know what this little plate is used for of of what it is a part.
It is marked 830, no maker's mark. It is 9,5 cm wide and the rim is 1,5 cm high.
I would very much appreciate your suggestions, since it really puzzles me.

Hello Marfred.

I think the double-headed Eagle symbol is Russian.
Don't know what your plate was used for.

Hello Pat and everybody else who is interested,

After searching the internet for the double-headed eagle I contacted a Cyprus jeweler/silversmith, and it appears that my silver plate is indeed made in Cyprus, not made in the traditional way of hammering the silver, but by stamping. It is just a decorative item.
I am very pleased that I now know the origin of the plate.

double headed eagle

Hi Marfred, the double headed eagle was already used before christ as crest and symbol, nowadays its used as crest of the monks republic on mount athos, greece - chalkidike and the greek orthodox church...
