Looking at it, it looks like it is pierced and has a lock hasp. The only thing I can think of is maybe a container for an expensive aromatic spice?

It is a 'Khaasdaan'. Please refer to the seventh post at viewtopic.php?t=8840 which is by me, to learn more about it. Not all of these are pierced, as the piercing here only serves aesthetic and design elements of the object.
