This item was made in the U.S. ca.1890.
It's 5 inches (12.70 cm) long.
What is it called?

Yes Cheryl, it's a folding lorgnette. Good job.
This lorgenette is a pair of eyeglasses that fold into the handle when not in use.
The name "Lorgnette" comes from the French word "Lorgnee" which meant to spy or peep.
