Thanks to all for your responses.
The last letter in the makers mark is really obscured tho it looks like wj in the foto. Under a loupe it could be wj or wc.
Thank you Trev. I thought it was 1739 because the leopard's crown has a cross atop it. I just looked up the date letter and it matches for 1820.

definitely not a B. The strainer insert is hallmarked as well and it looks like this (W.I) tho the I is right up against right edge of the cartouche and only the left edges of the lower and upper horizontal bars are visible. So it could be an I or P or any letter that begins with a vertical I-beam. If you get my drift.

B does begin with a vertical column.

I think Trev had William Bateman II in mind.
Are you sure this doesn't fit?

Think Miles is on to something, looks like the Bateman mark with rubbing to the right of the B. Here's another example of Bateman's mark.

The only thing conclusive I can say is that the 2nd letter is wide enough to have been a B or an E or an H and the bottom of the cartouche has a dip in the middle like Bateman's.

Yes, but William Bateman the first (Grimwade 3037), William Bateman II did not enter his first mark until 1827,

The lobed format with invert arcs to the sides is a very unusual format for a maker's mark cartouche. The lobing is obvious enough, the invert arc is clear on the lower half to left of the W. Seriously doubt there are any other candidates for the mark in this time frame with first initial W and second initial with vertical upright...
and...yup, make that William Bateman I
