This item was made by Benjamin Smith Sr. and Benjamin Smith Jr., London, in 1817.
I'm guessing that it's about seven inches long.
What was it used for?

You are correct, very well done!
The book calls it a playing card hand holder.
I don't use the term "rare" very often, but this piece might qualify.
