This piece was made by Bailey & Company (1846-1878), Philadelphia, Pennsylvannia. I think these were also made in England.
It's 6.5 inches long, 3.25 inches wide and 1.75 inches high.
What was this item called? Will accept the two common names for it.

Good work Trev, it is called a Pap boat.

Pap, or bread softened with milk, was fed to infants and invalids. Also called "sick cups", they were used from about the mid 18th century through the mid 19th century.
