Sharpening steel?

Here is an interesting item. It has a beautiful ivory and silver handle made by John Round in Sheffield, possibly in 1857.

The blade, which may be a replacement, has concave sides; is it a sharpening steel? I'd also like any opinions on the date.

Sorry to answer my own question, but after a few strokes with a knife it seems that it is a sharpening steel.
