Small pierced ladle - British late 1800s

Greetings!

I have this small (5 inch) pierced ladle and I am wondering what its purpose was. It is British (William Page) from I am guessing the late 1800s -- based upon William Page's operating dates and the pattern style.

Did this have something to do with tea?

Any help is greatly appreciated.

This is a "sifter spoon", often found in a set with fruit serving spoons. Its use is to sprinkle powdered sugar on fruit and desserts.
