Need Help Identifying the Purpose of this Item -

I have no idea what this piece is - the tray on the bottom is not marked but the other piece is marked Webster. Any help would be appreciated. Thank you.
Size is always helpful, but it looks like a marriage, with someone setting a salt cellar on top of the stand for a tea strainer...
