No, neither a scarf pin nor a napkin holder.

But yes, it is attached to the person, and specifically for a female.

Clamps over hair and attaches to hat. For Tower of London tourists who volunteer to have their head chopped off. Makes for easy recovery in one piece. Oh sorry, I was thinking Universal Studios! Guess,the,trade was slightly different back then.

Thanks Trev, so rather than a belt loop, this device was used. I'd have never guessed it.
