This appears to be an individual fish knife and a sauce spoon, also known as a gourmet spoon. The "divots" are a convention to help the diner recognize what implement to use when eating a particular dish.
Your pictures of the marks look too blurry on my monitor, so I can't tell you the manufacturer, the country of origin, or even the metal.
